The Transformation of Police Services through Mobile SPKT within the Criminal Justice System in the Bangka Belitung Islands Province

Abstract

This study analyzes the transformation of police service delivery through Mobile SPKT within the criminal justice system in the Bangka Belitung Islands Province. Using a normative juridical approach, this research examines legal norms, public policy, and relevant literature concerning police services and access to justice. The findings show that Mobile SPKT shifts police services from an office-based model to a proactive and community-oriented approach, improving accessibility and responsiveness, particularly in an archipelagic region with geographical constraints. Furthermore, Mobile SPKT strengthens the initial stage of the criminal justice system by facilitating public reporting as the entry point of legal processes. This study argues that Mobile SPKT functions not only as a service innovation but also as a structural reinforcement at the entry point of the criminal justice system. It introduces the concept of a proactive entry-point justice model, emphasizing that improving access to reporting mechanisms enhances the inclusiveness and effectiveness of the justice system.
