This study examines the complexities of the South China Sea (SCS) conflict, focusing on Indonesia’s strategic approach to the Nine-Dash Line (NDL) dispute through ASEAN collectivism. Given Indonesia’s geopolitical and economic stakes, this research explores diplomatic strategies that align with national interests and regional stability. A key challenge is the fragmented stance among ASEAN members, weakening collective diplomatic efforts. This study proposes a unified ASEAN strategy emphasizing collective bargaining, institutional cohesion, and maritime security cooperation. This research employs a juridical-normative method with a descriptive-analytical approach, drawing on secondary materials—including international legal instruments, peer-reviewed journals, diplomatic documents, and authoritative policy analyses—to assess the alignment between das sollen (legal norms) and das sein (state practice) in ASEAN’s conflict-resolution mechanisms. The findings indicate that Indonesia plays a proactive role in strengthening ASEAN’s strategic autonomy and expediting the Code of Conduct (CoC) negotiations with China to secure North Natuna’s sovereignty, economic stability, and security interests. The research concludes that fostering ASEAN collectivism through joint diplomatic and maritime security initiatives is crucial for establishing a rules-based order in the SCS. A coherent ASEAN position in CoC negotiations would deter unilateral actions, ensuring regional stability and safeguarding Indonesia’s long-term national interests
