Abstract

The fulfillment of children's rights mandated by national law in Law 23 of 2002 concerning Child Protection and the provisions of international law on the Convention on the Rights of the Child or UN-CRC (United Nation Convention On The Right Of The Child) instructs the government as the executor of executive power that it is obliged to provide the basic rights of children as a whole, this fulfillment can take the form of policies or preventive actions before the crime occurs, very often the victims of an act of criminality are children and women, so the government becomes the main focus to protect and provide their rights. The concept of fulfilling these rights can be done by making policies in the fields of health, education, economy, socio-politics and making these children the subject and object of the policies issued. The efficiency and effectiveness of a policy is based on in-depth research by examining the level of fulfillment of these rights.
