Abstract

The purpose of this research is to find the right steps to strengthen the regional representative council of the Republic of Indonesia (DPDRI) without having to amend the 1945 Constitution, and in addition to the political will of the People's Representative Council (DPR) not wanting another institution (DPD) that has the function and the power to overhaul the DPR. This study uses normative research methods, so that the results obtained are that strengthening the authorized DPD can be pursued in two ways, first, by detaining constitutional judges, namely by asking constitutional judges for politics that the DPD is part or the same position as the DPR as a legislative body, so that the functions and authorities are the same as the DPR, namely the legislative function, budget function, and supervisory function, and has the authority to form, monitor, and enact laws with the government. Because DPD members are also directly elected by the people. Thus strengthening the function of legislation and causing damage in the hands of the people, where the DPD is the representative of the regions in the legislature. Second, the DPD can also submit a judicial review as a means of control in legislation, namely examining the material of a law relating to the authority of the DPD to the Constitutional Court (MK).
